I"ve been hearing that it is advantagious to have a rolling cart to mount my romer to, so i can wheel it up the the cnc machine and verify distances while the work piece is still fixured into the machine. is this correct?

Interesting theory, but the cart would have to be VERY stable.

i've heard of carts that you can step on a foot pedal or something, and the wheels come up and legs go down. i think romer makes something like this. also i know of one machine shop that does this, and it seems to work for them. i'll do some searching on-line

My method of choice is using a mag-base right on the machine's table.  Stable as it's ever gonna get.

that would provide the most stable surface. we havn't taken delivery of our cnc machines yet, but when we get them i'll formulate my plan of attack
